Albert Barnes Commentary 1 Samuel 10:22

"Therefore they asked of Jehovah further, Is there yet a man to come hither? And Jehovah answered, Behold, he hath hid himself among the baggage." — 1 Samuel 10:22 (ASV)

Among the stuff — Rather, “the baggage.” The assembly was like a camp, and the baggage (the Latin term is impedimenta) of the whole congregation was probably collected in one place, where the wagons were arranged for protection.
