Albert Barnes Commentary 1 Samuel 7:13

"So the Philistines were subdued, and they came no more within the border of Israel: and the hand of Jehovah was against the Philistines all the days of Samuel." — 1 Samuel 7:13 (ASV)

All the days of Samuel - This refers not to all the days of his life (as in 1 Samuel 7:15), but to all the days of his “government,” when he ruled as Judge over Israel before they asked for a king.
