Albert Barnes Commentary 2 Chronicles 2:12

"Huram said moreover, Blessed be Jehovah, the God of Israel, that made heaven and earth, who hath given to David the king a wise son, endued with discretion and understanding, that should build a house for Jehovah, and a house for his kingdom." — 2 Chronicles 2:12 (ASV)

The Lord ... who made heaven and earth - This appears to have been a formula designating the Supreme God among several of the Asiatic nations. In the Persian inscriptions, Ormazd is constantly called “the great god, who gave” (or made) “heaven and earth.”
