Albert Barnes Commentary 2 Chronicles 36:22

"Now in the first year of Cyrus king of Persia, that the word of Jehovah by the mouth of Jeremiah might be accomplished, Jehovah stirred up the spirit of Cyrus king of Persia, so that he made a proclamation throughout all his kingdom, and [put it] also in writing, saying," — 2 Chronicles 36:22 (ASV)

This and the next verse are repeated at the beginning of the book of Ezra (Ezra 1:1–3), which was probably a continuation of Chronicles, with the two books originally forming one work. See the introduction to Chronicles.
