Albert Barnes Commentary Esther 3:11

"And the king said unto Haman, The silver is given to thee, the people also, to do with them as it seemeth good to thee." — Esther 3:11 (ASV)

The silver is given to you - Some understand this to mean that Xerxes refused the silver which Haman had offered to him; but the passage is better explained as a grant to him of all the property of such Jews as should be executed (Esther 3:13).
