SCRIPTURE

"Now therefore, speak to the men of Judah, and to the inhabitants of Jerusalem, saying, Thus saith Jehovah: Behold, I frame evil against you, and devise a device against you: return ye now every one from his evil way, and amend your ways and your doings." — Jeremiah 18:11 (ASV)

The word translated “frame” is a present participle, and it is the same word that, when used as a noun, means “a potter.” God declares that He is as free to do what He wills with the Jews as the potter is free to shape the clay as he wills.

Devise a device – “I am purposing a purpose.”
