SCRIPTURE

"Therefore prophesy thou against them all these words, and say unto them, Jehovah will roar from on high, and utter his voice from his holy habitation; he will mightily roar against his fold; he will give a shout, as they that tread [the grapes], against all the inhabitants of the earth." — Jeremiah 25:30 (ASV)

Yahweh has risen like a lion from His covert, and at His roaring the whole world is filled with terror and confusion.

Upon his habitation — Against His pasture; that is, Judaea. Yahweh comes forth as the lion to destroy the sheep which lie terrified within the circle of the tents.

A shout — The vintage-shout, here used for the war-cry. Compare Isaiah 16:9; Isaiah 63:3.
