Albert Barnes Commentary Joshua 11:23

"So Joshua took the whole land, according to all that Jehovah spake unto Moses; and Joshua gave it for an inheritance unto Israel according to their divisions by their tribes. And the land had rest from war." — Joshua 11:23 (ASV)

These words imply that Joshua had overcome all overt resistance. There were, however, many districts by no means thoroughly and finally subdued (Joshua 13:1–6).
