SCRIPTURE
"Yea, when I cry, and call for help, he shutteth out my prayer." — Lamentations 3:8 (ASV)
Shout – that is, call for help.
Shuts out – Or, “shuts in.” God has so closed up the paths to the place in which he is confined, that his voice can find no escape.
