Albert Barnes Commentary Matthew 11:13

"For all the prophets and the law prophesied until John." — Matthew 11:13 (ASV)

All the prophets, etc. This verse means that John introduced a new dispensation; and that the old one—in which the prophets and the law of Moses were the guide—was closed when he preached that the kingdom of heaven was at hand. The law here refers to the five books of Moses; the prophets, to the remainder of the books of the Old Testament.
