Albert Barnes Commentary Proverbs 23:13-14

"Withhold not correction from the child; [For] if thou beat him with the rod, he will not die. Thou shalt beat him with the rod, And shalt deliver his soul from Sheol." — Proverbs 23:13-14 (ASV)

That is, “You will not kill your son by scourging him, you may kill him by withholding the scourge” (Proverbs 23:14).
