Charles Ellicott Commentary 1 Chronicles 15:3

"And David assembled all Israel at Jerusalem, to bring up the ark of Jehovah unto its place, which he had prepared for it." — 1 Chronicles 15:3 (ASV)

And David gathered all Israel. —Compare 2 Samuel 6:15: So David and all the house of Israel brought up the ark. Samuel does not mention Jerusalem as the meeting-place. Of course, only a full representation of the people is signified. (Compare 1 Chronicles 13:2; 1 Chronicles 13:5.)
