Charles Ellicott Commentary
"Now Hannah, she spake in her heart; only her lips moved, but her voice was not heard: therefore Eli thought she had been drunken." — 1 Samuel 1:13 (ASV)
Now Hannah, she spake in her heart. — Eli was watching the worshippers. As Bunsen well remarks, he was struck with dismay at her silent earnestness, for such heartfelt prayer was apparently not usual at that time.
Remembering the moral condition in the precincts of the sanctuary—where his own rule was so weak and vacillating—and how sadly frequent disorders were at the sacrificial meals, Eli at once suspected that the weeping, praying woman was a drunken woman. He, however, quickly atoned for his unworthy suspicion.
