Charles Ellicott Commentary 2 Kings 14:27

"And Jehovah said not that he would blot out the name of Israel from under heaven; but he saved them by the hand of Jeroboam the son of Joash." — 2 Kings 14:27 (ASV)

Said not. —By any prophet.

Blot out the name. —The figure is taken from blotting out writing. (Compare to Numbers 5:23.) The Hebrews used inks that soon faded and could easily be wiped off the parchment. (Hence the partial obliteration of words and letters which is one of the causes of textual corruption.)
