Charles Ellicott Commentary
"Jehovah will establish thee for a holy people unto himself, as he hath sworn unto thee; if thou shalt keep the commandments of Jehovah thy God, and walk in his ways." — Deuteronomy 28:9 (ASV)
The Lord shall establish thee an holy people —that is, shall “maintain” you in that position or shall “raise you up” into it, and exalt you to it, in its fullest sense. The word here employed has branched out into two lines of thought. In Jewish literature it has taken the sense of permanence and perpetuity. Through the Septuagint translation it has given birth to the New Testament word for “resurrection.” (See Note on Deuteronomy 18:18, and compare to Acts 3:26; 2 Samuel 7:12; 1 Chronicles 17:11.)
