"And Moses called unto all Israel, and said unto them, Hear, O Israel, the statutes and the ordinances which I speak in your ears this day, that ye may learn them, and observe to do them." — Deuteronomy 5:1 (ASV)
And Moses called all Israel, and said. —What follows is therefore presented to us as an actual exhortation, not merely a portion of a book.
The statutes and judgments. —The religious ordinances and institutions, and the general requirements. The mention of these is placed before the Decalogue, of which they are only the application —to a special people under special circumstances. More precisely, the words apply rather to what follows the Decalogue than to the Ten Commandments themselves. (See Deuteronomy 6:1.)
