Charles Ellicott Commentary
"And thou shalt make a plate of pure gold, and grave upon it, like the engravings of a signet, HOLY TO JEHOVAH. And thou shalt put it on a lace of blue, and it shall be upon the mitre; upon the forefront of the mitre it shall be. And it shall be upon Aaron`s forehead, and Aaron shall bear the iniquity of the holy things, which the children of Israel shall hallow in all their holy gifts; and it shall be always upon his forehead, that they may be accepted before Jehovah. And thou shalt weave the coat in checker work of fine linen, and thou shalt make a mitre of fine linen, and thou shalt make a girdle, the work of the embroiderer." — Exodus 28:36-39 (ASV)
4. THE MITRE.
The head-dress of the high priest was to be of fine white linen (shêsh) and appears by the description of Josephus (Antiquities of the Jews Book 3, Chapter 7, § 3) to have been a turban, made of several thick swathes or folds in the usual way. It was to be adorned in front with a plate of pure gold bearing the inscription Holiness to Jehovah, which was to be attached to the linen fabric by a ribbon or “lace” of blue.
