Charles Ellicott Commentary Exodus 39:43

"And Moses saw all the work, and, behold, they had done it; as Jehovah had commanded, even so had they done it: and Moses blessed them." — Exodus 39:43 (ASV)

Moses did look upon all the work—that is, inspected it, examined it, to see if it was “according to the pattern” shown him. Being satisfied, he expressed his own and God’s approval by blessing those who had worked so faithfully.
