"And they shall not teach every man his fellow-citizen, And every man his brother, saying, Know the Lord: For all shall know me, From the least to the greatest of them." — Hebrews 8:11 (ASV)
His neighbour.—Rather, his fellow-citizen, according to the best reading. The second promise is the universality of the knowledge of God. The divine teaching shall not only be internal, but for this very reason shall extend to all.
