"He giveth power to the faint; and to him that hath no might he increaseth strength." — Isaiah 40:29 (ASV)

He giveth power to the faint ... — that is, to them pre-eminently—their very consciousness of weakness being the condition of their receiving strength. (Luke 1:52–53; Luke 6:21).
