"the Syrians before, and the Philistines behind; and they shall devour Israel with open mouth. For all this his anger is not turned away, but his hand is stretched out still." — Isaiah 9:12 (ASV)

For all this his anger is not turned away ... —The formula which in Isaiah 5:25 had been applied to Judah is here and in Isaiah 9:17; Isaiah 9:21 used of Israel at large, and specially of Ephraim. It embodied the law which governed God’s dealing with both.
