Charles Ellicott Commentary Job 23:13

"But he is in one [mind], and who can turn him? And what his soul desireth, even that he doeth." — Job 23:13 (ASV)

He is one, or in one. — Job either declares His unique sovereignty or His unchangeable purpose. The context seems to support the latter, in which case the sense given by the Authorised Version is correct.
