"From out of the populous city men groan, And the soul of the wounded crieth out: Yet God regardeth not the folly." — Job 24:12 (ASV)

Men groan from out of the city. —Here a survey of the oppressions carried out within the city walls is taken.

Yet God layeth not folly to them. —That is, to those who are the cause of their wrongs, their oppressors.
