Charles Ellicott Commentary Job 39:24

"He swalloweth the ground with fierceness and rage; Neither believeth he that it is the voice of the trumpet." — Job 39:24 (ASV)

Neither believes he — that is, he disregards the summons of the trumpet, as though he did not believe that it gave the call to war.
