SCRIPTURE
"Yea, when I cry, and call for help, he shutteth out my prayer." — Lamentations 3:8 (ASV)
He shutteth out my prayer — that is, stops it so that it does not reach the ear of Jehovah; and it is Jehovah himself who does this.
