Charles Ellicott Commentary Leviticus 23:29

"For whatsoever soul it be that shall not be afflicted in that same day; he shall be cut off from his people." — Leviticus 23:29 (ASV)

For whatsoever soul ... he shall be cut off from among his people. —Better, For whatsoever soul ... that shall be cut off from his people. (See Note on Leviticus 19:8.) Any member of the community who does not fast on this day God himself will punish with excision, except those who through old age or sickness are unable to endure it.
