"Ye shall have one manner of law, as well for the sojourner, as for the home-born: for I am Jehovah your God." — Leviticus 24:22 (ASV)

You shall have one manner of law. —Not in the case of blasphemy , but in all the instances just adduced, the same penal statutes apply to the non-Israelite and stranger.
