"It is a trespass-offering: he is certainly guilty before Jehovah." — Leviticus 5:19 (ASV)

It is a trespass offering. —That is, though the prescribed fifth part is here dispensed with, it is still a trespass offering, for his conscience tells him that he has trespassed against the Lord.
