"And every meal-offering of the priest shall be wholly burnt: it shall not be eaten." — Leviticus 6:23 (ASV)

For every meat offering for the priest. —More accurately, and every meat offering of a priest. This rule applies to every meat offering brought by the priests themselves for the same reason.
