"And Jehovah spake unto Moses, saying," — Numbers 28:1 (ASV)

And the Lord spake unto Moses ...— The sacrificial laws had largely been suspended during the wanderings of the Israelites in the wilderness. It was necessary, therefore, that before the entrance into the land of Canaan those laws should be promulgated anew.
