"The soul of the wicked desireth evil: His neighbor findeth no favor in his eyes." — Proverbs 21:10 (ASV)

His neighbour finds no favour in his eyes. —The wicked must have whatever he has set his heart upon, however much trouble and sorrow he may cause to his neighbour thereby.
