"[As] clouds and wind without rain, [So is] he that boasteth himself of his gifts falsely." — Proverbs 25:14 (ASV)

Whoever boasts about a false gift— that is, talks loudly of what he is going to do for another, and then does nothing.

Clouds and wind.— Generally followed by heavy rain, (Compare to 1 Kings 18:45).
