"When he established the heavens, I was there: When he set a circle upon the face of the deep," — Proverbs 8:27 (ASV)

When he set a compass upon the face of the depth — that is, when He stretched the vault of heaven over it: the same expression is used in Job 22:14. It is also interpreted as the circle of the horizon.
