Charles Ellicott Commentary Psalms 105:16

"And he called for a famine upon the land; He brake the whole staff of bread." — Psalms 105:16 (ASV)

Called for a famine. — Compare 2 Kings 8:1; and in Ezekiel 14:0 we see how famine, with war, pestilence, and noisome beasts, were regarded as Divine emissaries to be summoned and sent on His missions.
