Charles Ellicott Commentary Psalms 59:13

"Consume them in wrath, consume them, so that they shall be no more: And let them know that God ruleth in Jacob, Unto the ends of the earth. Selah" — Psalms 59:13 (ASV)

That they may not be. —Better, That they may be no more. These words are to be taken closely together. The signal overthrow of the poet’s foes is to be a proof to the ends of the world of the sovereign rule of the God of Jacob.
