Charles Ellicott Commentary

Charles Ellicott Commentary
"God is unto us a God of deliverances; And unto Jehovah the Lord belongeth escape from death." — Psalms 68:20 (ASV)
He that is. The insertion is unnecessary. Read it as, God to us (i.e., our God) is a God of salvation.
Issues from death. Literally, for death outgoings. The same word rendered issues in Proverbs 4:23 there means sources.
In this context, it can mean sources of death or escapes from death, depending on how we connect the clause with what precedes or follows. Jehovah would provide an escape from death for Israel, but a source of death to Israel’s enemies. The Septuagint and Vulgate apparently connect it with what precedes.
