"tribulation and anguish, upon every soul of man that worketh evil, of the Jew first, and also of the Greek;" — Romans 2:9 (ASV)

Upon every soul of man.—The phrase is not quite the same as “upon every man,” but more specific in character, indicating the part in which the punishment will be felt.
