"but this is that which hath been spoken through the prophet Joel: And it shall be in the last days, saith God, I will pour forth of my Spirit upon all flesh: And your sons and your daughters shall prophesy, And your young men shall see visions, And your old men shall dream dreams: Yea and on my servants and on my handmaidens in those days Will I pour forth of my Spirit; and they shall prophesy." — Acts 2:16-18 (ASV)

Every member of the Christian community should be anointed by the Holy Spirit. The blessing would not simply be given to one here and another there, but there would be a wonderful outpouring that should fall upon the whole multitude of believers.
