"Thou shalt surely give him, and thy heart shall not be grieved when thou givest unto him; because that for this thing Jehovah thy God will bless thee in all thy work, and in all that thou puttest thy hand unto. For the poor will never cease out of the land: therefore I command thee, saying, Thou shalt surely open thy hand unto thy brother, to thy needy, and to thy poor, in thy land." — Deuteronomy 15:10-11 (ASV)

Thou shalt surely give him, and thine heart shall not be grieved when thou givest unto him: because that for this thing the LORD thy God shall bless thee in all thy works, and in all that thou puttest thine hand unto. For the poor shall never cease out of the land:

They would have done so, they might have done so, if the rule of God had been kept; but since he foresaw that it never would be kept, he also declared, the poor shall never cease out of the land.
