SCRIPTURE

"For the poor will never cease out of the land: therefore I command thee, saying, Thou shalt surely open thy hand unto thy brother, to thy needy, and to thy poor, in thy land." — Deuteronomy 15:11 (ASV)

Therefore I command thee, saying, Thou shalt open thine hand wide unto thy brother, to thy poor, and to thy needy, in thy land.

See how God calls them, not "the poor," but "thy poor" and "thy needy." The Church of God should feel a peculiar property in the poor and needy, as if they were handed over, in the love of Christ to his people, that they might care for them.
