SCRIPTURE

"And he gave some [to be] apostles; and some, prophets; and some, evangelists; and some, pastors and teachers; for the perfecting of the saints, unto the work of ministering, unto the building up of the body of Christ: till we all attain unto the unity of the faith, and of the knowledge of the Son of God, unto a fullgrown man, unto the measure of the stature of the fulness of Christ:" — Ephesians 4:11-13 (ASV)

And he gave some, apostles; and some, prophets; and some, evangelists; and some, pastors and teachers; for the perfecting of the saints, for the work of the ministry, for the edifying of the body of Christ: till we all come in the unity of the faith, and of the knowledge of the Son of God, unto a perfect man, unto the measure of the stature of the fullness of Christ:

We have not come to that yet; therefore, we need instruction.

We need edifying or building up, and so the Lord gives to his Church, according to his own mind and will, evangelists, pastors, and the like. Sometimes these are pastors whom God never sent; and a man may take upon himself the voice of an evangelist who was never called, and consequently is no gift of God to the churches, and is a waste of their strength. But if we have those whom God gives, we shall find a priceless gift in the bestowal of such men, upon the Church of God.
