SCRIPTURE
"And Aaron shall cast lots upon the two goats; one lot for Jehovah, and the other lot for Azazel." — Leviticus 16:8 (ASV)
One goat was to show how sin is put away in relation to God by sacrifice, and the other goat was to show how it is put away in relation to us, God's people, by being carried into oblivion.
