"What then? are we better than they? No, in no wise: for we before laid to the charge both of Jews and Greeks, that they are all under sin; as it is written, There is none righteous, no, not one;" — Romans 3:9-10 (ASV)
What then? Are we better than they? No, in no wise: for we have before proved both Jews and Gentiles, that they are under sin; as it is written.
Paul had already proved in the Epistle that both Jews and Gentiles were guilty before God. Now he quotes a set of texts from Israel's own holy books, to show the universal depravity of men.
Notice how he rings the changes on the words "all" and "none."
No, in no wise: for we have before proved both Jews and Gentiles, that they are all under sin; as it is written, There is none righteous, no, not one:
Then he selects passages out of different parts of Scripture to show what man is by nature.
