Charles Spurgeon Commentary Zechariah 11:14

"Then I cut asunder mine other staff, even Bands, that I might break the brotherhood between Judah and Israel." — Zechariah 11:14 (ASV)

They became a scattered people from then on.

All the families that remain, every family apart, and their wives apart.

Why these chapters were divided here, I cannot imagine, for it is clear that the passage should run right on.
