"But Peter, standing up with the eleven, lifted up his voice, and spake forth unto them, [saying], Ye men of Judaea, and all ye that dwell at Jerusalem, be this known unto you, and give ear unto my words." — Acts 2:14 (ASV)
The first section of Peter’s sermon is addressed to the “fellow Jews” and “all... [who are] in Jerusalem.” Later on these two groups are combined under the captions “Men of Israel” (v.22) and “Brothers” (v.29), for it is natural for them to be classed together. But here Peter apparently wanted to include particularly those most bewildered by the multiplicity of the languages spoken, namely, the Diaspora contingent, who most appreciated the incongruity of the situation and wanted an explanation.
