"And a second time they say, Hallelujah. And her smoke goeth up for ever and ever." — Revelation 19:3 (ASV)

The second Hallel supplements the first one. Babylon’s permanent end is celebrated in words reminiscent of ancient Babylon’s judgment (Isaiah 34:10).
