John Gill Commentary Numbers 28:23

"Ye shall offer these besides the burnt-offering of the morning, which is for a continual burnt-offering." — Numbers 28:23 (ASV)

You shall offer these besides the burnt offering in the morning ,
&c.] The daily morning sacrifice, and also besides the daily evening sacrifices, though it is not expressed:

which is for a continual burnt offering ;
and not to be intermitted on any account, let the sacrifices of the day be ever so numerous; great care is taken to observe this.
