Commentators explain that this list names the sons of Seir, the original inhabitants of the land of Edom. They were known as the Horites. When Esau's descendants conquered the land, they did not exterminate the Horites but subjugated them. Eventually, the two groups fused, which is why their chieftains are included in this genealogy.
