God's Plan, Human Choice

Peter says Judas's betrayal "had to" happen to fulfill Scripture. Commentators clarify this doesn't mean Judas was a robot forced to sin. Instead, it shows God's sovereign plan and foreknowledge. God knew what would happen and incorporated it into His redemptive story, but Judas was still fully responsible for his own wicked choices, acting from his own malice.
