Commentators explain that God's promise to "tabernacle" with His people is fulfilled in stages. It was foreshadowed by the physical temple, realized in Jesus Christ who "tabernacled among us" (John 1:14), continues through the Holy Spirit's presence in the Church, and will be perfectly completed in the New Jerusalem (Revelation 21).
